This is partially the case. Hennepin County requires cities to offer organics recycling in order to continue receiving funding. Consequently, the City of Maple Grove requires haulers to offer the service in order to maintain their refuse haulers license in the city.
Hennepin County and the City of Maple Grove are not charging garbage haulers, but haulers are required to offer organics pickup. The haulers decide how to capture the cost of providing that service.
This decision is made by individual haulers. If your garbage hauler chooses to charge you regardless of whether you participate in their organics service or not, you may switch to a hauler that allows you to opt-out.
